Load covering requirements for vehicles hauling dirt, sand, rocks, or gravel

On January 17, the House Transportation Committee held a public hearing on HB 1007, which would require a vehicle operating on a paved public highway and hauling dirt, sand, rocks, or gravel to cover the load. In addition the load could not exceed the horizontal freeboard of the bed of the vehicle. Our understanding is that “paved public highway” does include city streets.

AWC testified with concern about the potential cost of adding covers to city vehicles. We will continue to monitor this bill and will gather more data about the potential costs to cities. If you have comments or concerns with this bill, please share them with Dave Catterson.
