Subjecting water/sewer district assumptions to a referendum

SB 5048 is the latest salvo in a long running effort from water/sewer districts to weaken the authority of cities to assume their operations.

This proposal would require a public referendum on the assumption if a petitioner files notice of intent to file a referendum within 10 days of the passage of an assumption ordinance and then, within ninety days, secures signatures of at least ten percent of the number of voters within the boundaries of the water-sewer district who voted in the last general election.
