Bill restricting drone use voted out of committee

AWC continues to monitor HB 2179 that establishes a process for agencies using extraordinary sensing devices (ESD), or drones. Click here for the January 17 article. The substitute version of this bill passed from the House Appropriations Subcommittee on February 6. The substitute made various changes including the following:

  • Further clarifies that it is generally unlawful for agencies and political subdivisions to conduct surveillance with these devices
  • Requires agencies give clearer and conspicuous notice before conducting surveillance
  • Expands the definition of ESD to include anything not generally commercially available – meaning devices purchased at retail outlets outside Washington.

Law enforcement testified at the hearings concerned that the requirements outlined in the bill make it difficult if not impossible to use this technology.
