Few general local government bills this session

With this session’s focus on the state budget, most bills impacting general local government operations had little traction. One exception was a new proposal establishing the Washington Voting Rights Act, HB 1413, which passed the full House but failed to make it through the Senate. While this year’s proposal addressed some of the concerns raised by local governments last year, it would have imposed ongoing liability and costs for cities with no guarantee that it would address issues raised by proponents. With the U.S. Supreme Court’s recent decision on the national Voting Rights Act, we expect continued legislative interest in HB 1413 next year. AWC plans to work with cities and proponents over the interim to see if a solution to the policy issues raised by proponents may be reached.
