Alternative public works contracting reauthorization

SB 5349 reauthorizes three alternative public works contracting procedures that are scheduled to expire on June 30, 2013. The three methods are design-build, general contractor/construction manager (GC/CM), and job order contracting. That bill passed out of the Senate and was up for public hearing on March 8 in the House Capital Budget Committee. The committee chair proposed the same amendment he put on House companion SHB 1466, so it looks like the version of the bill passed by the Senate won’t make it out of the House Committee unless the chair’s amendment is accepted.

We’re interested in your thoughts on the amendment, which:

  • Adds life-cycle costs to the documents a public entity must provide in the request for qualification documents to design-build proposers.
  • Adds outreach to disadvantaged and small businesses to the list of evaluation factors for design-build and GC/CM proposals.
  • Amends evaluation factors for design-build proposals.
