Update: Public Works Trust Fund remains at risk

This is an important update from our CityVoice article from two weeks ago. Our expectations continue that the November forecast will be flat and will continue to leave the state facing at least a billion dollar deficit that will be further compounded by their responsibility to address the Supreme Court’s McLeary decision requiring the Legislature to increase funding for public education.

Although outgoing Governor Gregoire has been a staunch supporter of the Public Works Trust Fund (PWTF), we are aware it is being looked at as part of the budget deficit solution. We suspect the Model Toxics Control Account (MTCA) will also be considered as a source of funds to balance the state budget. There are approximately $500 million in city projects identified in the Public Works Trust Fund (approximately $700 million) and over $100 million in remedial action grants for MTCA.

Now that the election is over, please do not wait to:

  • Contact your legislators about the importance of your project to your community.
  • Include the Governor in your correspondence.
  • Describe what jobs are created, both in the short and long term, as a result of the project.
  • Emphasize that these state funds leverage city funds, too. (If these projects do not get funded, local money is likely to be left on the table.)
  • This is a loan program—taking Public Works Trust Fund monies today reduces future infrastructure opportunities.
