Changing the calculation and reporting of fuel mix information

Every electric utility in the state must annually disclose its fuel mix. Current law prescribes categories of attributable generation sources for fuel mix reporting. For utilities that purchase from Bonneville Power Administration (BPA), they may disclose the source as the BPA system mix. While HB 2892 and SB 6533 are not companion measures, they both call for updating the fuel mix law to modernize definitions and improve data reporting. In addition, these bills call for Department of Commerce to convene a work group to suggest improvements to the law, including ways to improve consumer understanding. By December 1, 2016, the Department and work group must submit to the Legislature any proposed modifications. Utilities are generally supportive of these proposals, but more amendments are being developed to improve them. In the meantime, each bill has moved prior to the cut-off date and remains alive.
