Drug & Alcohol (D&A) Consortium



The AWC Drug & Alcohol Consortium helps cities comply with federally mandated drug and alcohol testing requirements for commercial drivers. The program offers D&A Consortium services to AWC Affiliate Members and other public agencies.

Member benefits

D&A Consortium members receive a Drug & Alcohol Consortium program manual, which contains the necessary information to participate in AWC's D&A Consortium. Each D&A Consortium member receives:

  • Sample drug and alcohol policy (printed and disk)
  • Sample drug and alcohol procedures (printed and disk)
  • Reproducible forms
  • Information on drug and alcohol use to be provided to employees
  • Training video or access to discounted on-site training
  • Free annual D&A Supervisor training
  • Access to substance abuse professional (SAP) services
  • Access to a network of drug/alcohol collection testing sites
  • Services of a Medical Review Officer (MRO)
  • Computer generated random testing selection and notification services
  • Federal reporting and recordkeeping
  • Regulatory updates
  • Access to limited employment-related legal assistance
