About Initiative 776
I-776 limits motor vehicle license fees for cars and light trucks 8,000 lbs. or less to $30 per year by lowering state license fees for light trucks, repeals $15 local vehicle license fees, and repeals transit local motor vehicle excise tax (MVET) authority for high capacity transportation. The $15 local license fees had been imposed by four counties: Douglas, King, Pierce, and Snohomish, and revenues were shared with the cities in those counties according to a population-based formula.
Initiative 776 was approved in the November 2002 election. It partially went into effect on December 5, 2002.
On February 10, 2003, a King County Superior Court ruled the initiative unconstitutional in its entirety. The decision was appealed to the Washington State Supreme Court and the arguments are scheduled for June 26, 2003.
