AWC Legislative Policy
Development
The AWC Board adopted significant changes to the Legislative Policy Development Process in 2006. These changes are illustrated in the Legislative Policy Development Process flow chart. This year’s Resolutions Committee was charged with reducing the number of resolutions and broadening their scope, providing the Legislative Committee greater flexibility in defining our specific legislative priorities in the fall.

Resolutions Committee
The Resolutions Committee develops the AWC Statement of Policy and Resolutions. The AWC Statement of Policy describes AWC's broad policy positions and the resolutions are specific legislative directives for AWC to pursue during the following two legislative sessions.
The Statement of Policy and Resolutions are reviewed and submitted to the voting delegates at the annual business meeting.
In the odd-numbered year, the committee's primary purpose is to review and propose changes to the Statement of Policy. The only new resolutions that introduced are those that address critical or emergent issues.
In the even-numbered year, the committee's primary purpose is to review the current resolutions and propose changes.
The Resolutions Committee is comprised of one representative from each of the 14 AWC Board of Director districts, four at-large representatives (two from each side of the Cascades), and two Chief Administrative Officers which are defined as city manager, city supervisor, or city administrator.
Annual Business Meeting
Voting delegates review and discuss the Resolutions Committee's amendments to the AWC Statement of Policy and Resolutions during the annual business meeting on the final day of the AWC conference.
The delegates vote to adopt, reject, or amend the Resolutions Committee recommendations.
In the odd-numbered year, approval of new resolutions requires a sixty percent vote.
In the even-numbered year, amendments to the Statement of Policy require a sixty percent vote.
Legislative Committee
This committee meets twice in the fall to discuss updates on current legslative issues with AWC legislative staff and legislators.
AWC Board of Directors
The AWC Board of Directors reviews and approves priority rating for AWC resolutions. The Board revises and/or adopts the priorities.
Throughout the year, the Board refines AWC's policy and the Legislative Steering Committee provides direction to the Association staff.
AWC Staff
The AWC staff uses the Statement of Policy and Resolutions as the basis for AWC's legislative positions and seeks adoption of the legislative proposals described in the resolutions.
