SUBJECT: Nominations and Elections: AWC Employee Benefits Advisory Committee (EBAC)
The Association of Washington Cities Employee Benefit Trust is soliciting nominations for five positions on the Employee Benefits Advisory Committee. The five positions include: District #2, District #8, District #12, Western At Large Position #4, and Statewide At-Large Position #2. Each position will serve a 3-year term, with the exception of Statewide At Large Position #2, which is currently vacant. The representative elected to Statewide At Large Position #2 will complete the remaining 2-year term.
The Association of Washington Cities Employee Benefits Advisory Committee (EBAC) was established in October of 1985 to provide the AWC Board of Trustees direct input regarding the programs, provisions, and operations of the AWC Trust. The committee meets approximately two to three times per year to review plan provisions; rating structures; underwriting and participation guidelines; and assist in the development of new programs and plans.
Every three years, the committee meets for a Long Range Strategic Planning Retreat, which is held over a 3-day period. This planning retreat will help to shape the direction of the Trust for the immediate 2-3 years, as well as shape the Trust’s vision for the next 5-10 years. The Long Range Strategic Planning Retreat is scheduled for August 1-3, 2007, and representatives elected this year will attend this planning retreat.
Generally, the committee meetings are held in the SeaTac area. The AWC Employee Benefit Trust pays all expenses associated with travel to and from meetings, including transportation, meals and lodging. However, the time spent away from city hall to attend the meetings is not reimbursed.
Any mayor of a city participating in the AWC Employee Benefit Trust may nominate a candidate for consideration for a district or at-large position. Only mayors in the open district can nominate candidates for their district. All mayors may nominate candidates for the Statewide At-Large position. Elected officials are not eligible for District positions, but are eligible for the four At-Large Positions. Appointed officials are eligible for all open positions.
Since committee members will be directly involved in reviewing and recommending improvements and changes to the AWC Employee Benefit Trust programs, candidates should have a direct role within the city involving the administration of employee benefit programs. This could entail direct involvement in the day-to-day benefits administration or a broader role such as negotiating employee benefit programs through a collective bargaining or committee process. Candidates with health promotion experience preferred.

The nomination letter should briefly describe the candidate's employee benefit responsibilities, background or any other related information that qualifies the candidate to serve on the committee. The candidate must be an employee, or serve as an elected official of a city participating in the Employee Benefits Trust. (The nomination letter will serve as a guide for a short bio used on the election ballot, so please be sure to include information on the candidate’s qualifications for the committee.)
Non-city entities are not eligible to serve on the EBAC committee.
All nominations must be received by April 23rd.
Ballots for nominated candidates will be sent to mayors of Trust participating cities on or about April 26th. Mayors will cast their vote for their district representative and at-large positions. Ballots will be due back by Monday, May 16th, and the results will be announced by May 24th. The next meeting of the Employee Benefits Advisory Committee members will be August 1-3 at the Trust Long Range Strategic Planning Retreat. A candidate may only run for one position, be it District or At-Large.
