NPDES Phase II Stormwater

In January of 2007 the Department of Ecology (Ecology) issued two new “NPDES Phase II” municipal stormwater permits that affect many cities in Washington. These permits were issued under the authority delegated to Ecology to implement requirements of the federal Clean Water Act (CWA). The stormwater permits cover municipal storm sewer systems that discharge to surface waters which are not a part of a combined sewer system.

The permit’s requirements phase in over the next five years and will be challenging and costly to implement. To assist cities and counties with the Phase II NPDES program, Ecology has funded AWC to develop and conduct an outreach and assistance effort. Materials and links contained in this section will assist local officials and policymakers in better understanding the program, and options for meeting the requirements.
