Certified Municipal Leadership

AWC’s Certified Municipal Leadership program provides mayors and councilmembers in Washington with training in the knowledge and skills required for effective local governance.
Mayors and councilmembers are automatically registered for the CML program upon attending an AWC CML workshop. Mayors and councilmembers can track progress and CML credits online by accessing the "Look Up Your CML Credits" link on this web page.
Certificate of Municipal Leadership
There are two levels of certification for the CML program - the Certificate of Municipal Leadership and the Advanced Certificate of Municipal Leadership.
Training in the first level, toward the Certificate of Municipal Leadership, is provided in four categories:
- Roles, Responsibilities, and Legal Requirements
- Public Sector Resource Management
- Community Planning and Development
- Effective Local Leadership
Workshops in these categories that generate credit toward the Certificate of Municipal Leadership are offered in a "restrictive elective" format. This format provides essential training while recognizing that mayors and councilmembers have different backgrounds and skill sets and that municipalities and councils have varying needs and priorities.
CML Workshops
To earn the Certificate of Municipal Leadership, mayors and councilmembers need to earn 30 CML credits from the CML workshops listed below, including at least one workshop from each of the four categories listed below:
- Roles, Responsiblities, and Legal Requirements
- Newly Elected Officials Workshop
- Knowing the Rules: Open Public Meetings Act & Public Disclosure Law
- Public Sector Resource Management
- Introduction to Municipal Budgeting
- Nuts & Bolts of City Finances
- Community Planning and Development
- Land Use & Planning
- Infrastructure Development & Maintenance
- Effective Local Leadership
- City Legislative Action Conference
- Engaging Your Citizens
