Governance
The Employee Benefit Trust is governed by members. Both governing bodies consist of Trust member cities. The Trust Agreement Governing the Association of Washington Cities Employee Benefit Trust is the legal document that guides the governing bodies.
EBAC – Your voice in the Employee Benefit Trust
The Employee Benefits Advisory Committee (EBAC) was established to provide direct guidance and input to the Board of Trustees, regarding the programs, provisions and operations of the Employee Benefit Trust. EBAC includes 15 members, one from each AWC Board District, 1–8, 12–14, two at large statewide positions, one western position and one eastern position. Trust member cities serve on the committee. Committee members are involved in the administration of their city’s employee benefit programs, and are directly involved in reviewing and recommending improvements and changes to the Trust programs.
Committee members are nominated and elected by Mayors and serve 3-year terms. Nominations & elections occur annually starting in May. Terms begin July 1.

BOT – Governing authority for the Trust
The Board of Trustees (BOT) is the governing authority of the Trust and has fiduciary obligation to administer the Fund on behalf of the contributing members. The BOT consists of the AWC Board of Directors president and vice president, the chair and vice chair of the Employee Benefits Advisory Committee, and four regional trustee positions, who are comprised of elected officials within the Trust membership.
The Regional Trustee positions are elected by Mayors and serve 3-year terms. Nominations & elections occur annually starting in May. Terms begin July 1.
Southwest Region and Northeast Region are currently up for election. Nominations due by May 18. More
