Significant new proposal on environmental justice

HB 1434 from Rep. Pollet (D-Seattle) is a significant new proposal on “environmental justice” – a term to describe what some view as disproportionate impacts on certain communities from the siting of pollution-generating facilities or granting of environmental permits.

HB 1563 from new Rep. Jessyn Farrell (D-Seattle) authorizes cities to sell or lease surplus property at less than fair market rent for affordable housing purposes.

SSB 5013 disrupts annexation methods in place for almost 70 years

Opposed by AWC, SSB 5013  moved out of the Senate Governmental Operations Committee and is in the Rules Committee where it could be moved to the Senate floor for a vote.

GMA opt-out for counties with populations under 20,000

Rep. Kretz (R-Wauconda ) has introduced HB 1224, which would let counties opt out of fully planning under the Growth Management Act if the countywide population is under 20,000 and the county originally opted into planning under the GMA.

Timing of penalties for GMA non-compliance

Pierce County is advocating for HB 1401 with the goal of clarifying when state agencies can penalize local jurisdictions found to be out of compliance with the Growth Management Act by the Growth Management Hearings Board (GMHB) or the courts

Possible new unfunded mandate on stormwater

On February 5, the Senate Energy, Environment & Telecommunications Committee will hear SB 5324, a proposal from Sen. Honeyford (R–Sunnyside) to require cities and others who own detention ponds and other stormwater ponds to utilize integrated pest management practices for mosquito control.

Longer timeline for state building and energy code changes?

Sen. Benton (R–Vancouver) has a proposal (SB 5378) being heard on February 4 that provides that the state building and energy codes may only be substantially amended every six years, rather than every three.

Vehicle fleet conversion bill up for hearing

At the request of Governor Gregoire, AWC undertook a review of state unfunded mandates last summer. One that rose to the top of the list is the alternative fuel fleet conversion mandate hitting local governments in 2018.

Preservation of MTCA funding for toxic site cleanups and stormwater management

AWC has joined a group of organizations in the local government, business, and environmental communities in a coalition uniting to preserve the dedicated capital accounts used to fund the state’s investments in toxic cleanups, stormwater, and other activities.
