Conversations continue about Sen. Ericksen’s bill (SSB 5296) to substantially amend the Model Toxics Control Account (MTCA) statutes, and also our ongoing efforts to protect the funds in MTCA accounts from sweeps by the Legislature.

HB 1374, which significantly changes the way that energy facilities are sited and permitted in Washington state, still has not been scheduled for a hearing in the Senate Energy, Environment & Telecommunications Committee.

SEPA and utility latecomer fee bill moves to Senate

HB 1717 was amended on the floor and passed out of the House on March 8. AWC has been working with interested cities and other stakeholders to refine the utility latecomer provisions of this bill.

Energy facility siting bill moves out of the House

HB 1374 would significantly change the way that energy facilities are sited and permitted in Washington state. It moved out of the House on March 12, with a 53-44 vote.

Mandatory impact fee deferral bill passes out of the House, Senate yet to vote

Despite being strongly opposed by cities and school districts, HB 1652 passed out of the House on Wednesday evening on a 73 -24 vote.

Mandatory impact fee deferral

AWC remains strongly opposed to SB 5664 and HB 1652, which require cities to offer developers a mechanism to pay impact fees at the time of closing or 18 months after issuance of a building permit.
