HB 1570 increases the document-recording fee (the largest source of revenue for homelessness assistance) and HB 1797 addresses local option tools for affordable housing.

Bills seek to remedy issues related to abandoned and foreclosed homes

HB 2057/SB 5797 tasks the Housing Finance Commission with creating a process where “entities,” such as cities, counties or servicers, can apply to obtain a certificate of abandonment for properties that meet the definition of abandoned.

As of February 10, HB 1570 (Increasing homelessness funding) and HB 1797 (Generating new local option revenue sources for affordable housing) were in negotiations and still in the House Community Development and Housing Committee.

SB 5657 from Sen. Mark Milsocia (R-Federal Way) provides a host of new restrictions on the power of cities to regulate the operation of homeless camps operated by religious institutions.

Major proposal on homelessness, preempting cities on encampments, many policy changes

SB 5656 from Sen. Mark Miloscia (R-Federal Way) is an incredibly wide-ranging proposal that among other things completely preempts city authority around homeless encampments and creates minimum standards for cities to enforce, without funding.

Problematic surplus housing bill surfaces again

HB 1752 would require governments who dispose of surplus property at fair market value to transfer 20 percent of the proceeds to the state for deposit into the Housing Trust Fund.
