Seeking expertise and feedback on utility latecomer fees

As part of the discussions around the SEPA latecomer fees, the business community has also asked us to work with them to strengthen existing utility latecomer fee statutes. These tools provide authority for cities to administer latecomer agreements providing reimbursement to developers who install utility infrastructure (water and sewer) that other future developments will connect to. These agreements provide a mechanism for the “latecomers” to pay their share of the cost of the original infrastructure. We will be seeking a work group of cities familiar with these tools, and those who’ve previously chosen not to use them, to review these ideas moving forward.
