Feedback needed on plastic bag legislation

The Washington Food Industry is working on legislation directing how municipalities may regulate the use of disposable plastic bags from retail establishments, and they have reached out for feedback from cities. In brief, the bill provides for a model ordinance approach that cities who choose to ban plastic bags must use. It doesn't require cities to do anything to regulate these bags, but if they choose to do so, they would need to regulate them in the manner prescribed in the bill. This includes a requirement that stores institute a 5-cent pass-through charge for customers who request a single-use paper bag. It appears that jurisdictions who have already passed ordinances would need to pass a new ordinance consistent with the proposed model ordinance.
