Governors announcement on new water quality standards expected soon

The water quality standards update commonly referred to as the "fish consumption rule" that AWC has been covering over the last few years (see for example here, here and here) is rapidly approaching its next phase. Governor Inslee is expected any day to provide guidance to the Department of Ecology on how to move forward with some of the key elements of the standards that could have very significant impacts on the regulations for how cities manage wastewater and stormwater.  

Several newspapers around the state have recently written editorials on this process (links below). Many of them highlight potential impacts on cities if this rule is not crafted in a practical and balanced manner.
