Wireless facilities permitting bill passes with one significant change

A flurry of activity in the waning hours of session resulted in the passage of SHB 2175 with a one-word change that substantially changed the impact of this bill.  The bill would have mandated that cities allow for consolidated permitting of “small cell networks.”  With cities and others voicing their concerns with this mandate, the word “shall” was changed to “may” and just like that the mandate became optional.

Some key legislators expressed frustration with where the bill ended up and pledged that they will continue to work on finding ways to streamline permitting for wireless facilities.  We will look for opportunities for cities to be engaged in discussions on this issue.
