Personnel bills that passed the house of origin, but are likely dead

The legislature discussed many personnel related bills this session. The following is a list of bills that survived the house of origin cut-off, but are now likely dead.

Standards on sick and safe leaveHB 1313 by Rep. Laurie Jinkins (D-Tacoma) set minimum standards for how much sick and safe leave an employer must award to employees. The bill passed the House but never moved from the Senate Commerce and Labor Committee.

Wage requirements and penalties – HB 2331 by Rep. Mike Sells (D-Everett) required employers to require documentation from contractors on current payroll records before any payment is made. HB 2332 by Rep. David Sawyer (D-Tacoma) made employers liable for triple damages instead of double in civil actions involving willful payment of lower wages. HB 2333 by Rep Cindy Ryu (D-Shoreline) created criminal penalties for employers who pay lower wages than required. All three bills passed the House, but never moved from the Senate Commerce & Labor Committee.

Independent contractor classificationHB 2334 by Rep. Marcus Riccelli (D-Spokane) created a three-part test to determine the difference of a traditional employee and an independent contractor. The bill passed the House but did not advance form Senate Commerce and Labor Committee.

Workers Compensation and Retrospective Rating ProgramsSB 5112 by Sen. Janéa Holmquist-Newbry (R-Moses Lake) provided Workers Compensation Retrospective Rating Programs a streamlined scheduling process for independent medical exams and vocational rehab appointments. SB 6179 by Sen. John Braun (R-Centralia) allowed any group of employers who are substantially similar to adopt a plan for self-insurance to address compensation claims. Both bills passed the Senate but never advanced from the House Labor and Workforce Development Committee.
