Bill proposing new requirements for permitting of some wireless facilities advances

In summary, SHB 2175 encourages local governments to streamline permitting of wireless telecommunication facilities by consolidating permits for multiple facilities, and for “small cell networks” it mandates that local governments allow providers of small cell networks to file a consolidated application and receive a single permit for the network instead of filing separate applications for each individual small cell facility. Small cell facilities and small cell networks are defined in the bill.

This bill was originally introduced in the House with substantially different content and then after the public hearing it was amended in committee to address permitting issues. As such, the recent hearing in the Senate Energy, Environment & Telecommunications was the first opportunity to express concerns in a public hearing. A number of cities have contacted AWC with concerns. The bill has now moved to the Senate Rules Committee.
