AWC expresses concern about Washington Voting Rights Act proposal

On Thursday, the Senate Governmental Operations Committee heard HB 1413, the Washington Voting Rights Act, and AWC expressed concerns with the proposal on behalf of cities and other local governments. While cities share the goals of the bill’s sponsor and proponents, including diverse local government representation that reflects the community and increased government participation, the current proposal has unknown costs and impacts, does not provide local governments with a real opportunity to correct any problems prior to litigation, and contains no provisions for a safe harbor. AWC is committed to continuing conversations with the proponents over the interim in hopes that agreement may be reached on a proposal that is not a litigation bill.
