Continued funding for homeless housing and assistance passes the House

HB 2368 removes the sunset date for the collection of document recording fees that are the largest source of state and local funding to address homelessness. The bill passed the House on a bi-partisan vote of 62-36 on February 13.

The House added an amendment similar to the Senate Committee which sets aside 45 percent of the state portion of these fees for rent support for clients residing in private sector rental units. A crucial difference between the House and Senate approaches to this point is that the House eliminates the sunset of these fees altogether while the Senate committee recommended phasing them out again after 2020. There are other provisions regarding state and county responsibilities to work with private landlords that are extended in the Senate approach but allowed to expire in the House bill.
