SEPA traffic mitigation fees on projects outside of a city

HB 2161 would prohibit a city from levying SEPA fees to mitigate traffic impacts on projects that are located outside city boundaries unless they have an interlocal agreement in place with the city or county where the project is located. If your jurisdiction uses SEPA fees to manage traffic impacts of projects outside of your jurisdiction, or if your city has experiences with the reverse, please share any perspectives with Carl Schroeder.
