Business licensing and taxes dominate municipal finance issues

During the regular session, AWC and individual cities worked to ensure local control was retained for city business licensing and taxing authority.

Proactively, we crafted a compromise with other stakeholders to retain existing uses for local lodging taxes ere set to expire on June 30, 2013. In the end, the Legislature passed HB 1253, which retained all of the expiring uses of lodging taxes except the ability to fund the capital expenditures of tourism-related facilities owned by non-profits. The bill also changed application and reporting requirements. More information about the new requirements are summarized in this AWC Lodging Tax Fact Sheet and in our webinar recorded on June 4.

Defensively, we opposed yet another effort to mandate cities with business licenses join the state’s Business Licensing Service, SB 5656, and require cities with a B&O tax to adopt the state B&O classifications, SB 5688. Both proposals were amended before passing the Senate and then died in the House. We expect proponents to advocate for these bills in the 2014 session and will continue to oppose these measures that negatively impact local control and revenue.
