Transportation reforms and legislative reactions to the Skagit River bridge collapse

While the likelihood of a transportation revenue package happening this year is still unclear, the Legislature continues to discuss the issue.  As reported earlier, several transportation reform bills have been introduced as part of the transportation revenue discussions.  Those bills have been combined into HB 2070 that was introduced today.  Cities have not had significant concerns with any of the previous reform bills, but will continue to monitor the issue.

HB 5944 introduced last week by Senator Baumgartner in the wake of the collapse of the Skagit River bridge collapse might impact cities.  AWC, the Washington State Department of Transportation (WSDOT), and counties are studying the issue and we encourage feedback from cities to help us. We are especially interested in hearing about potential impacts on freight traffic and costs of implementation of the requirements.

The bill:

  • Prohibits WSDOT and local authorities from issuing overheight or overwidth special permits for vehicles moving a load that exceeds the actual measured minimum clearance height or width of a bridge on Washington state highways.
  • Requires bridges across public highways that provide less than 16 feet of clearance be signed with a low clearance sign.  See the list of bridges here.
