Environment & land use bills that passed

Here’s a brief overview of environment and land use related bills that passed that are of significant interest to cities, and/or will require cities to take action. Click on the bill numbers for more information.

Bill number Descriptive Title Brief Summary
HB 1074 Extending submission timeline for qualifying final plats Increases the final plat approval submission timeline from nine to 10 years for preliminary plats that are not subject to the Shoreline Management Act and were approved before 2008.
HB 1512 Clarifying authority for water purveyors to recover costs for fire suppression water facilities (fire hydrants, etc.) Responding to two recent court decisions this bill re-establishes authority for cities and other water purveyors to recover costs for fire hydrants and other fire suppression facilities through water utility rates and charges.
HB 1717 Latecomer fees for upfront environmental review and utility infrastructure There are two major components of this bill.
  • Authorizes cities to recover costs of up-front planning work by charging late-comer fees on development projects that ultimately benefit.
  • Requires cities to allow for and administer utility latecomer agreements. Requirement takes effect July 2014.
SB 5099 Alternative fuel requirements for publicly owned vehicles Provides more reasonable guidelines for the alternative vehicle fuel mandate facing down cities in 2018.
