House considering bill to allow dual membership in PERS and PSERS

HB 1923 expands eligibility to certain Public Employees’ Retirement System (PERS) members to participate in the Public Safety Employees’ Retirement System (PSERS) as well. Dual membership will allow employees to combine service credit earned toward retirement, among other benefits.

This will primarily affect members of the Washington State Department of Social and Health Services (DSHS), but also applies to city correction officers and those who provide direct care to or ensure the custody and safety of offenders. The bill only applies to current PERS 2 and 3 members.

Initial reports suggest this change will not have a large fiscal impact, but it will take a larger study to determine the exact impacts to cities and the Department of Labor & Industries.

The employer contribution rates below show that the change will increase employer contributions for dual members, but again, it is unclear how many individuals will be eligible.

PSERS 8.71% 10.36%

HB 1923 is scheduled for a public hearing at 1:30pm on February 26 in the House Appropriations Committee.
