Mandatory deferral of impact fees

This year’s version of the seemingly perennial impact fee deferral bill, HB 1652, was heard in the House Local Government committee on February 14. AWC testified in opposition alongside City of Covington City Manager Derek Matheson, other local government advocates, and a number of school advocates concerned about the impact of this proposal on their ability to address the impacts of growth on school enrollment. Representatives from the Building Industry Association of Washington, the King/Snohomish Master Builders Association and the Realtors testified in favor. The Senate version of the bill, SB 5664, is currently scheduled for public hearing in the Senate Governmental Operations Committee at 10am on February 18.

The building industry is arguing that their inability to secure loans to pay for impact fees has made this issue more pressing. If you have examples of why it is necessary to secure impact fees at the time of building permit to address the impacts of growth, please provide them to Carl Schroeder.
