Senate committee moves proposal to establish task force on local business tax & licensing simplification

On February 24, the Senate Trade & Economic Development voted a substitute version of HB 2959 out of committee. The substitute version is very similar to the bill passed by the House but replaces two of the city representatives with a representative of File Local and a representative of the Washington Retail Association. Under the current Senate version, the task force would be comprised of:

  • One representative of the Department of Revenue, who will serve as the chair
  • Two representatives of the Association of Washington Business
  • One representative of the National Federation of Independent Business
  • One representative of the Association of Washington Cities
  • One representative of a city with a B&O tax and a population greater than 100,000
  • One representative of a city with a B&O tax and a population less than 100,000
  • One representative of FileLocal
  • One representative of the Washington Retail Association

AWC and a number of cities continue to work on this proposal which raises a number of concerns.
