Utility back-billing charges

HB 2261 prohibits consumer-owned electric utilities from collecting under-billed amounts owing for any period longer than six months from the date of a billing error. Billing errors would include errors from faulty equipment, incorrect meter reads, incorrect calculations, clerical errors, or other related problems. AWC testified opposed to this bill for several reasons, including the difficulty in catching billing errors in that short amount of time and the potential financial impact on other ratepayers. The bill moved out of the policy committee with a number of “no” votes and is now in the Rules Committee.
