Toxic cleanup accounts facing shortfall

Cities that have been following the trials and tribulations of the Model Toxics Control Accounts (MTCA) will be interested in reading this article in the Tacoma News Tribune. The article details the legislative dynamics on funding for projects and programs affected by the drop in MTCA revenues due to recent lower oil prices. As described in the article, a disagreement is shaping up between directing limited funding to toxic cleanups versus stormwater grants. Both of these programs are a high priority for cities, so this could be a challenging situation for us.

The biggest issue is that the Legislature has been shifting funds so that programs previously supported by the state general fund are now funded through MTCA, crowding out core capital investment programs.
