Digital billboard bills up for hearings

HB 1408 and SB 5304 have both been scheduled for hearings on February 5. You will recall our earlier Bulletin article on this concept. It would provide authority for cities to allow certain static image digital billboards (cycling static images, not video boards with moving images) in areas that are within sight of a state highway. We currently have authority to permit them in areas not visible from a state highway. This proposal has been amended from earlier versions and now requires a billboard applicant seeking state approval to provide documentation of approval or pending approval from a local government to establish that the city does in fact want the signage there. It also is now limited to incorporated cities, while before it was also eligible within county urban growth areas.
